Description:Senior Procurement and Purchasing Manager required for varied, interesting and highly challenging position in a unique environment.
Salary:c£36k plus - negotiable dependant upon experience
Our client is a high profile public body that ensures data privacy for individuals as well as promoting awareness of information rights, and they are now seeking to recruit a dynamic, highly self motivated and capable Procurement Manager to manage all purchasing processes within a professional environment and achieve the best possible value from third party contracts.
Reporting to the Head of Finance, the successful candidate will ensure that external contracts provide the organisation with the best possible combination of value and service, working closely with purchasing managers and legal advisers and ensuring that procurement processes are effectively co-ordinated and comply with the relevant rules and regulations as well as complying with stringent budgetary and timescale constraints.
You will ensure the management team are aware of procurement rules, the availability of framework agreements and the implications of not following the required process, and will both support and advise them to ensure they are aware of the likely cost range for the goods/services sought and are involved in the procurement process at the appropriate stages. Additionally you will develop specs, create Invitation to Tender documents and ensure they are adequately publicised in liaison with the legal adviser and purchasing manager and will proactively participate in the process to evaluate tenders and select preferred suppliers.
Tasked with conducting negotiations on service and price with selected providers and ensuring that best value possible is attained each time, you will also work closely with the legal team to determine the content of contracts and ensure that the detail matches expectations of the goods/services to be delivered. You will develop and implement an effective procurement strategy whilst ensuring that the associated audit trails for procurement activity exist, as well as establishing a forward plan of required procurements to ensure that contract expiries are timed to avoid significant peaks and troughs.
To be considered for this exceptional opportunity, you will ideally be degree qualified and demonstrate at least 5 years experience in a senior procurement capacity, ideally allied to the public sector with an appreciation of EU regulations.
